On March 4, 2026, the U.S. Department of Transportation (DOT) issued a notice reminding Substance Abuse Professionals (SAPs) and regulated employers of their responsibilities within the Return-to-Duty (RTD) process under the federal drug and alcohol testing program.
Under DOT regulations, the SAP serves as the “gatekeeper” for employees seeking to return to safety-sensitive duties after violating the Department’s drug and alcohol testing rules. Because of this role, the SAP is responsible for evaluating the employee and determining the appropriate level of education or treatment required before the individual can begin the RTD process.
