PHMSA issued a Notice of Proposed Rulemaking (NPRM) proposing updates to the Pipeline Safety Regulations for gas- and liquid-phase carbon dioxide pipelines and Leak Detection and Repair (LDAR). These changes aimed to enhance safety standards and reporting requirements. However, both notices have been withdrawn from publication in the Federal Register, pausing their progress in the rulemaking process.
