Position Summary
This position reports to the Director, Compliance Programs and Assessments and is responsible for providing pipeline regulatory compliance subject matter expertise and consulting support for RCP’s clients in the oil and gas industry.
Responsibilities
Lead and oversee all aspects of development, implementation, and ongoing support of the RCP client Pipeline Compliance Programs, including Operations and Maintenance, Operator Qualification, Public Awareness, Damage Prevention, Control Room Management, Emergency Response, Drug and Alcohol and other related plans.
Conduct facility jurisdictional delineations, code interpretations, compliance audits, and process assessments to ensure effective and sustainable implementation of regulatory requirements are met.
Support RCP clients in their preparation for PHMSA and state inspections, including providing guidance for any post-inspection agency correspondence.
Review pending and upcoming changes to PHMSA & associated state pipeline safety regulations to ensure RCP and our clients are prepared for future compliance requirements. Develop and communicate impact summaries of future regulatory changes to RCP leadership and client representatives.
Conduct training for RCP clients on a variety of pipeline regulatory topics and compliance programs.
Prerequisites
Qualified candidates will possess a Bachelor of Science degree in an engineering or technical discipline from an accredited university.
Comprehensive knowledge and understanding of Federal and State DOT Pipeline and Hazardous Materials regulations, including a working knowledge of the PHMSA referenced standards.
Effective written and verbal communication skills and the ability to appropriately target communication to intended audience, ranging from leading presentations with all levels of a client’s organization to interactions and meetings with a variety of agency stakeholders.
Must possess advanced-level MS Word, Excel and PowerPoint skills.
5+ years’ experience, preferably within the oil and gas midstream industry.
